1.
Opening
After welcoming everyone present, President Jürgen
Kocka opened the meeting with a few remarks. He
then asked the Secretary General to verify the quorum.
With fifty-five voting delegates in attendance,
not counting the proxy delegates, the quorum was
well superseded. The President then gave the floor
to Professor Martyn Lyons, President of the Australian
Organizing Committee, who welcomed the delegates
to this parliamentary chamber of the state of New
South Wales.
2. Approval of the Secretary General's report
The
Secretary General’s activity report was unanimously
approved. The Secretary General thanked the members
of the Bureau and the ICHS for their support.
3.
Approval of the Treasurer's Report
It is mandatory to distribute to the members of
the second Assembly the report of the auditors appointed
during the first General Assembly. Professors Gregory
Kealey and Stephen Fischer-Galati examined the accounts,
the report of formal auditors la Fiduciaire Temko
Lausanne, and other documents pertaining to the
financial management of the Bureau.
The
report was read to the Assembly. The text read as
follows:
“We,
as members of the internal audit committee elected
by the ICHS General Assembly on July 3, 2005, have
examined the financial documents submitted to us
including the formal auditor's report, the accounts
and balance sheets, and the detailed reports of
the various ICHS accounts. We are pleased to report
that we concur with the external auditor's findings
that the statements give a true and fair view of
the financial position of ICHS for 2002, 2003 and
2004.
Hence
we are pleased to recommend that:

the General Assembly of ICHS approve the accounts
and the auditor's report; |

discharge the treasurer and the board and, |
| 3. |
discharge the internal auditing committee |

As there
were no questions, the balance sheet, accounts,
auditor’s report and financial management
of the Bureau were unanimously approved. The Bureau
was discharged in respect of the execution of its
management responsibilities.
A
discussion ensued concerning the amount of dues.
After an extensive debate, the Assembly asked the
Bureau to study the possibility of introducing a
sliding scale tailored to the financial condition
of the countries concerned. The Bureau would present
a report on this matter to the next General Assembly
of the ICHS in 2007.

Vote
on the venue of the 21st Congress for the Historical
Sciences in 2010
After a brief exchange of opinions, a vote was held
on the two candidacies. The representatives of the
Netherlands National Committee and the French National
Committee briefly reiterated their arguments and
responded to questions from the members of the Assembly.
A secret ballot followed.
Out
of a total of 54 votes, 33 votes were for Amsterdam,
20 for Paris, and 1 ballot was null and void.
The
21st International Congress for the Historical Sciences
will therefore be held in Amsterdam in 2010. President
Jürgen Kocka thanked the representatives of
the two National Committees. Hans Blom, President
of the Netherlands Organizing Committee, thanked
the Assembly.

Deliberations on the 2000-2005 quinquennium and
on the future
President Jürgen Kocka opened the floor to
participants saying that the General Assembly was
an opportunity for ICHS members to express themselves
and give their viewpoints.
Some
delegates deplored the fact that the Congress program
did not make more room for certain periods of history
like the Antiquity period and the Middle Ages. On
this subject, Prof. Vigezzi noted that the contribution
of the National Committees and International Organizations
would prove useful. He proposed that the Bureau
examine the current procedure for developing the
program and report to the next General Assembly.
The
motion was carried.
Next
came the question of broadening the recruitment
of ICHS members and re-assessing the structure of
membership fees. The delegate from Morocco pointed
out that a single-fee system for National Committees
placed smaller nations at a serious disadvantage.
Several delegates commented on the issue and some
were favourable, while others were not. Prof. Even
Lange of Norway suggested widening the recruitment
of members to include a new category of members.
He stated most notably that transformations affecting
the history discipline had brought about changes
since the Second World War and that from now on,
universities and major history research centres
could be canvassed to become members of the ICHS
and help improve its financial situation. He proposed
that the ICHS Bureau examine the question and make
a report to the next General Assembly in 2007.
The
motion was carried.
The
Secretary General then announced that the Chinese
National Committee had issued a formal invitation
to the ICHS to hold the next General Assembly in
Beijing in 2007, most likely in mid-September. He
thanked the Chinese Committee for the invitation
and would work with its members to organize the
event.
6.
Election of the 2005-2010 Bureau
President Jürgen Kocka reminded the assembly
of the contents of the Nominating Committee’s
report, which had been distributed to all the members.
As the Secretary General had not received any additional
nominations, the candidacy period was closed. The
list was put to a vote and received unanimous approval.
The
following persons would therefore constitute the
Bureau of the ICHS for the 2005-2010 quinquennium:
